I have described a whole case why I need to get the timezone, but FB team keeps declining it. They are not giving me any reasons, just a standard crap. Any suggestions?

Yes, It's sometimes luck. With our provided content, many people including us got approval. However some people get rejected some times. Even we also rejected sometimes. It's actually depends on the reviewer. However after trying multiple time or changing some content may help to get the approval.

I never used the copy'n'paste content from the tutorial. I have changed it multiple times.
I guess it's just my luck. After multiple tries I finally got it approved. No explanation before, no explanation now.

Try by changing some words in bit details & resubmit .
We want to send message to users at a specific time at their own time zone to avoid any interruption like avoid sending push notifications in the middle of the night. We don't want to send a update message when it's night in their timezone. So we need to know exact time zone of the users.
