I am not talking about the Welcome Message. Welcome message happens after a user clicks on to get started button. I am talking about the Greeting Message when happens before a user clicks on the Get Started Button. Like in the screenshot below

Yes, What i have said in my previous reply is correct. Welcome Message is actually Greeting Text.
After Get Started Button Click reply is different & available in "Action Button Settings" .

From Messenger Bot -> Bot settings
Select Page , then Get Started Settings -> Welcome Message.
